Wyoming Cannabis History Marijuana is illegal for both recreational and medical use in Wyoming, with the exception of hemp-derived CBD oil containing less than 0.3% THC by weight.  CBD oil was legalized in 2019 with the passage of House Bill 171, which removed hemp and hemp-derived CBD products from the Wyoming Controlled Substances Act. Wisconsin Cannabis History Cannabis is illegal under Wisconsin laws, except for the limited use of CBD oil for medicinal purposes.  2013’s Wisconsin Act 267, also known as Lydia’s law, made low-THC, hemp-derived CBD oil available under very restrictive circumstances. West Virginia Cannabis History Medical marijuana was legalized in 2017 in West Virginia, then Senate Bill 386 also known as the West Virginia Medical Cannabis Act, was passed, making medical marijuana available to patients with specific chronic medical conditions.  The bill established the West Virginia Medical Cannabis Commission, set forth rules and timelines for the establishment of a statewide medical marijuana system, and established July 1, 2019, as the date to begin certifying patients for medical cannabis use.
