Hawaii Cannabis History Medical use of cannabis was legalized in Hawaii in 2000, when Act 228 (SB862 HD1) was signed into law.  The law allowed for the acquisition, possession, and use of marijuana for medical purposes, but did not establish a dispensary system. Idaho Cannabis History The use of cannabis is still fully illegal in Idaho, and possession of small amounts is considered a misdemeanor.  The only exception is CBD with 0% THC, which is lower than the 0.3% THC threshold allowed by federal law. Georgia Cannabis History Cannabis in Georgia is illegal for recreational use, but decriminalized in the cities of Atlanta, Savannah, and a few others.
