Hawaii Cannabis History Medical use of cannabis was legalized in Hawaii in 2000, when Act 228 (SB862 HD1) was signed into law.  The law allowed for the acquisition, possession, and use of marijuana for medical purposes, but did not establish a dispensary system. To address legal acquisition of medical cannabis, Senate Bill 321 was passed in 2016, which established a legal dispensary system within the state.
